Opposition leader stance about bad governance

According to a media report, opposition leader in the regional Assembly Muhammad KazimMaisam has alleged that there was bad-governance in the region and coalition partners of the incumbent regional government were calling   each other as dacoit and robber. As per report, he further said that that both the coalition partners of the regional government were responsible for the bed governance of the area and instead of alleging the allegations upon each other’s, they were required to get themselves separated/disassociated from the regional government and further stated that mere allegations were not enough in this regard about each other’s. It was also claimed in the media report that Gilgit-Baltistan Assembly is the highest institution of Gilgit-Baltistan and Assembly was kept under lock and key on 5th July 2022 and opposition leader raised the question that which authority would investigate the incident of 5th July 2022 and we are required to raise over voice in this regard.

Incumbent government of the area was constituted in the month of July 2022 when the Chief Court of the region had disqualified the former Chief Minister of the area on account of fake degree case. PPP, PML-N and JUI(F) had joined the coalition government of the area led by incumbent Chief Minister of the area Haji Gulbar Khan and all the coalition partners of the regional government were enjoying the perks and privileges  in their capacity as Ministers and Advisors, Special Assistants/Coordinators of the government. Now according to the media report, opposition leader in the regional Assembly Muhammad KazimMaisam has said that there was bad governance in the region and coalition partners of the regional government were responsible for the bad governance. He further said that coalition partners of the incumbent government were alleging each other’s as dacoit and robber, where-as mere alleging of allegations were not enough and coalition partner’s area required to be separated/disassociated from the incumbent government of the area. Opposition leader said that Gilgit-Baltistan Assembly is the highest political institution of the area, but the said institution was kept under lock and key on 5th July 2022 and ask the question that which authority would investigate that very particular incident and emphasis the need to highlight the said incident of the area.It may be pertinent to mention here that Assembly of the area was established through an executive order issued by the Ministry of Kashmir Affairs and Assembly of the area does not have any powers to amend the provisions of said executive order and if the Assembly constituted under the executive order does not have any legal/ constitutional sanctity, then what would be the authority of said Assembly. Moreover, Assembly of the region was just playing the role of debating club and Members elected by the people of the area could not play any role in this regard. It was also pointed out in these pages that proposed 26th constitutional amendment was being introduced in the Parliament of the country, but there was no clause in it about the determination of regions legal status under the ambit of Constitution of Pakistan and Members of the G-B Assembly irrespective of their political or other affiliation are required to be united and needed to adopt a unanimous resolution for inclusion of the regions legal status in the proposed constitutional package, otherwise, the Assembly of the area may also face the situation like that of 5th July 2022 in future.It would be appropriate for the all Members of the regional Assembly to play their role for the determination of regions legal status instead of complaining against each other as well as terming each other as dacoit and rubbers
